Background The Competitive Path Assessment (CPA) is a study performed to determine which transmission paths have a competitive supply of congestion relief. The results of this study are incorporated directly into the application of Local Market Power Mitigation (LMPM) under MRTU through the distinction between competitive and un-competitive paths in the Market Power Mitigation runs of the market software. Three sets of preliminary results are discussed in white papers in this section, and a final set of results for MRTU go-live will be made available in this section as well. For the first year of MRTU the path designations will be annual (i.e., a path will be deemed competitive or uncompetitive for the whole 12-month period). The FERC has ordered that beginning the second year of MRTU the path designations will be made seasonally. This initiative is targeted toward developing the process for performing the CPA seasonally and applying the resulting path designations seasonally in the market software.
