Proposal for Honoring Existing Transmission Contracts Under the California ISOs Amended Comprehensive Market Design Proposal in Docket No. ER04-928 (ETC Proposal)pdf 4083K Summary:California ISO White Paper Market Design 2002 (MD02) Proposal for Honoring Existing Transmission Contracts Extract:On July 22, 2003 the ISO submitted to FERC its Amended Comprehensive Market Design 2002 (MD02) proposal, which included a new proposal for honoring the Existing Transmission Contracts (ETCs) of the ISO’s Participating Transmission Owners (PTOs). In the transmittal letter to that filing the ISO identified several key aspects of the ETC proposal that would require further development in collaboration with stakeholders. The present White Paper is provided as a means to initiate the stakeholder process on this topic. As such it provides relevant background on the July 2003 ETC proposal in the context of the MD02 project as a whole, explains the ISO’s rationale for the July 2003 ETC proposal, and sets out the ISO’s initial ideas regarding the issues to be discussed in the forthcoming stakeholder process. ISO Market Participants and other stakeholders are invited to submit written comments on this White Paper to the ISO no later than March 19, 2004. The ISO will then conduct a public meeting on a date TBD to discuss these issues. At that meeting the ISO will also discuss its proposed schedule for subsequent stakeholder activities to address the ETC proposal. Document Locations: |
