The purpose of this procedure is to mitigate real time overloading of the Mead-Eldorado Transmission system. The Parker NFU capacity is as follows: • The Import Total Transfer Capability (TTC) at Parker is 220 MW. • Metropolitan Water District’s (MWD’s) Existing Transmission Contract (ETC) is 90 MW, currently reduced to 60 MW. • CAISO’s Available Transfer Capability (ATC) is 160 MW* (even though schedules on this ATC show Parker to SP15, the actual schedule and flow are on the Camino-Mead and Mead-Eldorado portions of the Mead Branch Group). Energy scheduled into the CAISO using this path is scheduled using: • The scheduling point PARKER_2_GENE. • The Point of Receipt (POR) for tagging purposes is PARKER230. • The Load (Sink) zone for NERC Tagging purposes is SP15. These schedules result in an equal and opposite schedule on the Mead branch group. For any schedules up to the maximum of 220 MW the net effect on the Mead branch group is zero, as the Mead Branch group includes both Mead-Camino and Eldorado-Mead. Therefore, the CAISO congestion model does not recognize these Parker import schedules for congestion at Mead.
