FTR ATC Information

1. ZIP contains FTR ATC Information in the actual load shape format.
2. ATC To = MWs leaving the ISO
3. ATC From = MWs into the ISO grid
4. Path26 is a new zone and therefore does not have ATC information. FTR amounts were derived from the Path26 path rating (3000MW in both directions) minus ETC information that the PTOs have provided the ISO.
