2004 Summer Assessmentpdf 737K Summary:2004 Summer Assessment, Board of Governors Meeting, April 22, 2004 Extract:The California Independent System Operator (ISO) has regularly developed a forecasted mix of loads, resources, and transmission in the ISO Control Area for the near-term season. This assessment captures the most likely operating conditions in a Base Scenario and also evaluates variances in load and resources under a set of more stressed and favorable operating conditions. The ISO operations team uses this report to prepare the control room operators for potential reliability conditions that may exist in the upcoming season. The Base Capacity Outlook captures the most likely resources that will be available to meet the load forecast range. However, ISO Operations does not plan for “things as usual.” Often the operators are responsible for maintaining a reliable grid under more stressed conditions due to transmission equipment outages, resource shortages, and/or extreme load requirements. To capture these types of impacts, the ISO also prepares an Adverse Capacity Outlook which reflects variances in resource availability that have occurred in the past and could potentially occur again. Additionally, the ISO develops a Favorable Capacity Outlook (greater than the Base Capacity Outlook) showing the amount of resource capacity that might be available under favorable conditions to assist the operations team in assessing needed maintenance outages. This report is also used by the Western Electricity Coordinating Council (WECC), the North American Electric Reliability Council (NERC), and other Agencies to prepare for reliability issues of the upcoming season and to help shape other future plans. The ISO continues to build upon its experience assessing the ever-changing balance between loads and resources.
