The CAISO will conduct two stakeholder meetings on August
12, 2008. At the Generator Reliability Reporting Protocol Meeting, CAISO
will conduct a discussion on the final set of issues associated with this
topic. On the agenda at the Communications and Roles under Mandatory
Reliability Standards Meeting is clarification of the roles of the
interconnected utilities and the CAISO regarding Generator Owners (GOs) and
Generator Operators (GOPs) Communications with Transmission Operators
(TOPs), in accordance with the mandatory Reliability Standards.

Generator Reliability Reporting Protocol
Meeting
On April 8, 2008 and May 12, 2008, CAISO held workshops to
facilitate efforts by GOPs and TOPs to reach a common understanding regarding
the role of GOP communications with Scheduling Coordinators (SCs) in complying
with North American Electric Reliability Council (NERC) mandatory Reliability
Standards.
At those workshops, Southern California Edison (SCE) and
Pacific Gas and Electric Company (PG&E) presented a draft letter and matrix
delineating procedures that GOPs could follow in communicating with their SCs.
The letter and matrix provide for SCs to pass on communications from the
CAISO, which will in turn pass on the communications to the Reliability
Coordinator. SCE and PG&E have revised the draft letter and matrix,
and they are available on the CAISO website at http://www.caiso.com/1f9d/1f9dc63047160.html.
The CAISO will host a final workshop on August 12, 2008, for
participant's review of the SCE and PG&E revisions to the GRCP letter and
matrix. At this meeting, SCE and PG&E will present their (individual)
procedures that a GOP must follow in order to qualify under the letter and
matrix.
Communications and Roles under Mandatory
Reliability Standards Meeting
The CAISO has entered into Reliability Standards
Agreements (RSAs) with the three interconnected utilities, which include SCE,
PG&E, and San Diego Gas & Electric Co. (SDG&E. These
agreements allocate the responsibilities to the signatories for compliance as
the TOP with NERC mandatory Reliability Standards. These RSAs are posted
on the CAISO website at: http://www.caiso.com/1bef/1befa28a402c0.html

On August 12, 2008, the CAISO will conduct a workshop to
clarify for stakeholders the roles of the interconnected utilities compared to
that of the CAISO with regard to GOs and GOPs communications with TOs
in accordance with the mandatory Reliability Standards. At this
workshop, the CAISO, SCE, PG&E, and SDG&E will present
a chart delineating the allocation of responsibilities between the CAISO
and the interconnected utilities for these communications.
