2009 Import Capability Assignment Process

Summary

Pursuant to the CAISO’s Import Capability Assignment Process (CAISO Tariff Section 40.5.2.2.1), Scheduling Coordinators (SCs) for Load Serving Entities (LSEs) or Market Participants that transfer Remaining Import Capability under Step 8 or wish to assign Remaining Import Capability to a branch group under Steps 9 and 11, must submit the required information to: reliabilityrequirements@caiso.com.

Main Text

The California ISO (CAISO) assigns import capability to LSEs through their respective SCs for compliance with resource adequacy requirements for 2009 by means of the multi-step Import Capability Assignment Process as described in CAISO Tariff Section 40.5.2.2.1

Step 8 of the process allows LSEs to transfer some or all of its Remaining Import Capability to any other LSE or Market Participant.  The CAISO will only accept transfers among LSEs and Market Participants that are reported to the CAISO by July 18, 2008.  The CAISO will post to its website by August 8, 2008 transfers received under this Step 9.  Transfers must be reported by the entity receiving the Remaining Import Capability and the report must include:

·         Name of the counter-parties

·         Megawatt quantity

·         Term of transfer

·         Price on a per megawatt basis

In addition, to be eligible to engage in any transfer of Remaining Import Capability under Step 8, an LSE or other Market Participant must provide the following information to the CAISO prior to the date of the transfer agreement:

·         Name of the Load Serving Entity

·         E-mail contact information applicable for import capability transfer purposes

Under Step 9 of the process, up to and including July 21, 2008, the SC for each LSE or Market Participant with Remaining Import Capacity shall notify the CAISO of its request to assign its Remaining Import Capability on a megawatt-basis per available branch group.

Under Step 11 of the process, up to and including August 1, 2008, LSEs will have a second opportunity to assign Remaining Import Capability on a megawatt-basis per available branch group.

All required information under Steps 8, 9 and 11 should be sent to the CAISO at reliabilityrequirements@caiso.com.  The subject matter heading should reference the applicable step and the Import Capability Assignment Process.

Steps 10 and 12 of the process involve the CAISO notifying SCs individually of the results of their initial and secondary assignment requests under Steps 9 and 11, respectively.  Step 10 will be completed on July 28, 2008 and Step 12 will be completed on August 8, 2008.
