Election by CRR Holders Affected by Changes
in the CAISO IBAA

Summary
The CAISO will contact CRR Holders
who are affected by modeling and pricing changes to the Interconnected
Balancing Authority Area (IBAA) effective upon MRTU start-up, by August 1,
2008. The CAISO will post the CRR Business Practice Manual (BPM)
detailing the process the week of the July 14, 2008. The CAISO will
release by August 1, 2008 the Network Model by which CRRs will be tested for
feasibility, and the CAISO will seek confirmation of this election by these
affected CRR Holders by August 8, 2008.

On June 17, 2008, the California ISO
(CAISO) filed with Federal Energy Regulatory Commission (FERC) proposed MRTU
Tariff provisions related to Integrated Balancing Authority Areas (IBAA), which
addresses how the CAISO will manage the impact on Congestion Revenue
Rights (CRR) that are affected by IBAA changes.
The CAISO’s proposal allows
the holder of a previously-released CRR whose source or sink is affected by an
IBAA change to make a one-time election to retain or reconfigure that CRR
before the start of the next CRR release process.
In anticipation of a FERC order on
this proposal, the CAISO will be contacting the affected CRR Holders by August
1, 2008 so they can make an election for those CRRs that are impacted by the
IBAA that will apply upon MRTU start-up. The process for making this
election is detailed within the CRR Business Practice Manual that will be
posted around the week of July 14, 2008
The CAISO will release by August 1
the Network Model by which CRRs will be tested for feasibility, and the CAISO
will seek confirmation of this election by these affected CRR Holders by August
8, 2008 so that these CRR Holders may fully participate in the next annual CRR
release process.
The CRR holders who are affected
will receive additional information about their elections via email.
