Settlement of Transitional Capacity Procurement Mechanism

Summary

The CAISO has posted Charge Type Matrix V18.9 for Scheduling Coordinator review and comment.  This version reflects changes to charge types for the settlement of Transitional Capacity Procurement Mechanism (TCPM).  Please submit comments by close of business July 10, 2008.

Main Text 

The California ISO (CAISO) has revised existing charge types and created new charge types for the settlement of TCPM, in accordance with the May 30, 2008 FERC Order regarding the CAISO’s TCPM proposal.  Scheduling Coordinators can review the proposed charge types in the Charge Type Matrix V18.9 located on the CAISO Website at http://www.caiso.com/docs/2005/03/20/2005032014064728893.html. 

 

The CAISO will commence the settlement of TCPM on Trade Date June 1, 2008.

 

FERCMOO MLCC Settlement - the following charge types will be terminated effective Trade Date 05/31/2008:

·         CT 4695 - FERCMOO MLCC Settlement Due SC

·         CT 1691 - FERCMOO MLCC Neutrality Allocation

·         CT 1697 - FERCMOO MLCC Tier 1 Allocation

·         CT 1698 - FERCMOO MLCC Reliability Service Costs Allocation

·         CT 1699 - FERCMOO MLCC Inter-Zonal Congestion Allocation

 

FERCMOO Capacity Payments - the following charge types will be terminated effective Trade Date 05/31/2008:

·         CT 4595 - FERCMOO Capacity Payment Due SC

·         CT 1596 - FERCMOO Capacity Payment Neutrality Allocation

·         CT 1597 - FERCMOO Capacity Payment System Allocation

·         CT 1599 - FERCMOO Capacity Payment Zonal Allocation

 

Minimum Load Costs Recovery for TCPM designations - the following new charge types will be used for settlement:

·         CT 4395 - Settlement of TCPM Minimum Load Cost Uplift Compensation - Due SC

·         CT 1391 - TCPM MLCC Neutrality Allocation

·         CT 1397 - TCPM MLCC Tier1 Allocation

·         CT 1398 - TCPM MLCC Reliability Service Costs Allocation

·         CT 1399 - TCPM MLCC Inter-Zonal Congestion Allocation

 

Capacity Payments for TCPM designations - the following charge types will be used for settlement due to waiver denial to a FERC Must Offer Generator:

·         CT 4295 - TCPM Capacity Payment Due SC

·         CT 1296 - TCPM Capacity Payment Neutrality Allocation

·         CT 1297 - TCPM Capacity Payment System Allocation

·         CT 1299 - TCPM Capacity Payment Zonal Allocation

 

Capacity Payments for TCPM Significant Event designations - the following new charge types will be used for settlement:

·         CT 4495 - TCPM Significant Event Capacity Payment - Due SC

·         CT 1491 - TCPM Significant Event Capacity Allocation
