Planning Reserve Margin

Summary

The California ISO (CAISO) provided a statement supporting the CPUC Order Instituting Rulemaking (OIR) on Planning Reserve Margin (PRM) at the June 2 CPUC Pre-hearing Conference.  The CAISO will participate in the upcoming CPUC PRM Workshops on June 25 and 26, 2008.

Main Text

On April 10, 2008, the California Public Utilities Commission (CPUC) adopted an OIR on PRM to: (a) examine the assumptions and methodology used to set the PRM; (b) decide whether to recalibrate the PRM periodically or establish a single PRM that applies throughout the service territories of utilities under the CPUC’s jurisdiction; (c) decide whether to establish separate short-term and long-term PRMs; and (d) decide how best to coordinate the CPUC’s PRM determinations with the needs of the CAISO.  

 

In California, the CPUC has regulatory authority on setting the PRM for the utilities under its jurisdiction. In an effort to ensure alignment, CAISO will incorporate its PRM stakeholder process into the CPUC OIR on PRM process.  At the June 2, 2008 CPUC Pre-hearing Conference, CAISO provided a statement supporting the CPUC’s OIR on PRM and stated that it would provide technical support to the CPUC and evaluation for the immediate term (2010), mid-term (2014) and long-term (2019) scenarios.

 

CAISO and General Electric (GE) Energy will participate in the next CPUC PRM Workshops on June 25 and 26, 2008.  GE Energy is the Consultant that CAISO selected to perform the PRM study.
