Subject:  Status Update for Planning Reserve Requirement Study (PRRS)

Summary:  The CAISO has selected a contractor to perform the Planning Reserve Requirement Study (PRRS) and will collaborate with the CPUC and CEC to host a workshop on this subject in early summer 2008.  This Notice is a status update on the PRRS since the last CAISO stakeholder meetings on November 28 and 29, 2007

Main Text:  The California ISO (CAISO) has selected GE Energy for performing the Planning Reserve Requirement Study (PRRS) after evaluating four Vendors (GE Energy, Associated Power Analysts, Siemens PTI and Ventyx Inc.).  The selection was based on wide acceptance of Vendor software by all other ISO organizations in the country, Vendor experience in performing planning reserve margin studies and on-going support to other major ISOs (PJM, NE-ISO and MISO), and Vendor ability to meet CAISO study schedule and competitive bid pricing. 

 

The CAISO has reviewed and posted stakeholder comments to its website at http://www.caiso.com/1c8e/1c8ee01d439a0.html and plans to incorporate the comments into the study scope and work plan where appropriate.  The CAISO has also discussed with the California Public Utility Commission (CPUC) and the California Energy Commission (CEC) for further inputs to the study scope and work schedule in an effort to re-align CAISO efforts with the CPUC Order Instituting Rulemaking (OIR) on Planning Reserve Margin (PRM). 

 

At this time, a workshop is tentatively planned for late May or early June to invite stakeholders to participate in the PRRS discussion and to provide further inputs to the study assumptions.  In collaboration with the CPUC and CEC, the CAISO will provide further details for the workshop meeting date and location.
