Summary:  On January 1, 2008 the CAISO entered Stage 1 of its Transmission Planning Process during which the Unified Planning Assumptions and Study Plan will be developed. The CAISO has scheduled a stakeholder meeting on March 10, 2008 to discuss the initial draft of the Unified Planning Assumptions that will be utilized to perform the technical studies and other related activities as part of the CAISO’s 2008 planning cycle.

Main Text:  On January 1, 2008 the California ISO (CAISO) entered Stage 1 of its Transmission Planning Process during which the Unified Planning Assumptions and Study Plan will be developed.  The objective of Stage 1 is to determine the goals of, and agree upon assumptions for, the various studies to be performed as part of the CAISO’s Transmission Planning Process cycle.  Input is expected from all stakeholders such as the California Energy Commission (CEC), Participating Transmission Owners (TOs), Public Owned Utilities (POUs), California Public Utilities Commission (CPUC), Western Electricity Coordinating Council (WECC), Load Serving Entities (LSEs), and potentially other sub-regional planning groups or neighboring transmission providers.  

 

The CAISO will produce the draft Unified Planning Assumptions and Study Plan based on the information obtained.  All studies performed under the CAISO’s Transmission Planning Process will follow the Unified Planning Assumptions and Study Plan to the maximum extent feasible, with deviations subject to explanation.  Accordingly, all stakeholders are requested to provide their input during this stage of the planning process in accordance with pending Section 24.2.3 of Appendix EE of the CAISO Tariff as follows: (1) Section 24.2.3.1 – Participating TOs; (2) Section 24.2.3.2 – Participating Generators; (3) Section 24.2.3.3 – Load Serving Entities; and (4) Section 24.2.3.4 – Interconnected Control Areas.

The CAISO will hold a Stage 1 Unified Planning Assumptions and Study Plan stakeholder meeting on March 10, 2008 to discuss the following:

·         Unified Planning Assumptions which includes load forecast, base case modeling, methodology, and other information related to each study

·         Study Plan which documents the work that will be performed during 2008

·         Schedules and major milestones in the 2008 planning cycle
