One of California Independent System Operator’s (CAISO) fundamental roles is to plan and promote the enhancement and expansion of transmission capabilities within its footprint as well as coordinated planning on a regional and subregional level to ensure cost effective and reliable services. We accomplish this through the development of a comprehensive Transmission Plan (TP) in accordance with the terms of the CASIO Tariff and the business rules set forth in Business Practice Manuals. The TP focuses on expansion of the transmission system to support long-term power supply arrangements, long-term transmission rights, and the larger regional bilateral market. This requires development of a transmission planning process that ensures the transmission grid is built in a manner to support rights and system growth. The planning process includes independent analyses and recommendations, opportunities for broad stakeholder input and independent CAISO Board of Governor approval, all of which is integrated into an annual CAISO TP, project-specific reports, and specific resource adequacy studies for transmission-dependent local areas. The planning process can identify opportunities for partnership among CAISO, Participating Transmission Owners, and public and private entities to sponsor needed transmission lines. Regional Transmission focuses on long term planning (3-15 years) and short term planning (0-3 years). Short term planning maintains reliability of the Grid on a day-by-day, hour-by-hour basis by implementing and providing operating procedures, operating tools, 24 hours on-call duty, real-time support and compliance with NERC/WECC Standards.

Maintenance Standards and Procedures Developed by the Transmission Maintenance Coordination Committee (an advisory committee to the ISO Board of Governors) and ISO staff based on good utility practices. Standards and procedures serve as guidelines for Participating Transmission Owners (PTOs). |

Transmission Register A register of transmission facilities within the California ISO Control Area. In accordance with the Federal Energy Regulatory Commission (FERC), the California ISO is to provide limited access to the Register of Transmission Facilities and Entitlements (RTFE) to market participants with a demonstrated, legitimate business need for such access in accordance with specified screening procedures (FERC Order issued Jan 24, 2003, Docket No. ER03-219). RTFE information is treated as critical energy infrastructure information. |
