Subject:  Supplemental Analysis of Declined Pre-Dispatched Bids

Summary:  The CAISO Department of Market Monitoring (DMM) has issued a short supplemental white paper that includes additional analysis relating to the CAISO’s straw proposal on declined import and export bids submitted to the real-time market.

Main Text:  The California ISO (CAISO) has initiated a stakeholder process to assess options for addressing the problems involving declined pre-dispatched bids in preparation for MRTU and the summer of 2008.  As a part of this process, the CAISO has reviewed market participants’ comments and published its straw proposal to its website at: http://www.caiso.com/1c72/1c72db9160800.html.

 

In order to provide background information that may be useful in assessing this straw proposal, the DMM has performed additional analysis of monthly pre-dispatch declined rates over the last year.  This analysis supplements the white paper published by DMM on October 10, 2007.
