Summary:  In response to stakeholder comments received following an August 7, 2007 conference call on Spinning Reserve Certification, the CAISO has posted a Supplement to Proposal for Spinning Reserve Certification and will hold a conference call on September 27, 2007 to discuss this issue with stakeholders.

Main Text:  The California ISO (CAISO) is reviewing its certification process for Spinning Reserve Capacity and the bidding practices of Aggregated Units to ensure that the Spinning Reserve service the CAISO procures from the Aggregated Units complies with the CAISO Tariff and Western Electricity Coordinating Council (WECC) Minimum Operating Reliability Criteria (MORC).  On June 13, 2007 CAISO posted a whitepaper entitled “Proposal for Spinning Reserve Certification” to initiate a stakeholder process on Spinning Reserve Certification.  The CAISO has held two stakeholder conference calls to discuss this matter and provided opportunities for stakeholders to submit written comments on the CAISO proposal. 

 

In response to stakeholder input, the CAISO has issued a “Supplement to Proposal for Spinning Reserve Certification” to narrow the focus on this issue and provide additional detail about its proposal. The document can be found at http://www.caiso.com/1bfc/1bfc7d23491e0.html.

 

The CAISO will conduct a conference call on September 27, 2007 to discuss with stakeholders the proposal.
