Summary: The California ISO (CAISO) Department of
Market Monitoring (DMM) has posted a draft revised proposal on Bid Caps for
Start-Up and Minimum Load bids. The
DMM will present and discuss the proposal at the CAISO Market Surveillance
Committee (MSC) meeting on August 10, 2007. Market Participants can also provide
written comments to ehildebrandt@caiso.com by
August 14, 2007.

Text: The CAISO DMM has posted a draft revised
proposal on MRTU Market Power Mitigation: Options for Bid Caps for Start-Up and
Minimum Load bids to its website at http://www.caiso.com/17ba/17ba873e19350.html under
the heading Bid Caps for Start-Up and Minimum Load Costs. The prior DMM proposal, proposed MRTU
tariff modifications on this topic and stakeholder comments on the draft
proposal are located at the same location. The revised draft proposal has been
modified in response to stakeholder comments received on July 13, 2007.
The DMM
will present and discuss this proposal at the CAISO MSC Meeting on August 10,
2007. We encourage Market
Participants to attend the MSC meeting and participate in the discussion of the
latest proposal. Market
Participants can also submit written comments to Eric Hildebrandt at
ehildebrandt@caiso.com by
August 14, 2007.
Depending
on input received both at the MSC meeting and in subsequent written comments,
the CAISO may post a revised or updated proposal later next week.
The
CAISO will be seeking Board of Governors approval of a final proposal at the
September 6-7, 2007 Board meeting.
