Must Offer Waiver Denials during the period June 1, 2006 through
February 28, 2007 in accordance with the RCST Settlement. The CAISO has published a summary of

Text: As the California ISO (CAISO) indicated
in a market notice issued on May 31, 2007, the CAISO was analyzing
Generator Must Offer Waiver Denials (MOWD) that occurred during the period
June 1, 2006 through February 28, 2007 for purposes of preparing
weekly Significant Event / Repeat Waiver Denial Reports as contemplated in the
Reliability Capacity Services Tariff (RCST) Settlement. The CAISO has conducted a MOWD evaluation
after every four separate days in which the CAISO issued a MOWD to a Must Offer
Generator. As part of its analysis,
the CAISO has determined whether or not any Significant Events occurred during
this period that might warrant RCST designations under the RCST
Settlement.
The
CAISO has published a summary report to its website at http://www.caiso.com/17c6/17c6a16019910.html that
provides an analysis of the major events which occurred over the period
June 1, 2006 February 28, 2007 and indicates whether any of those
events would qualify as Significant Events warranting a RCST
designation.
Over the
next 1-3 weeks, the CAISO will begin publishing the weekly “Significant Event /
Repeat Waiver Denial Reports” for the period which will describe in more detail
the reasons for Must-Offer Generator commitment. Over the next 3-5 weeks, the CAISO will
begin publishing the Significant Event/Repeat Waiver Denial Reports for the
period March 1, 2007 through the present.
