Text: The California ISO
(CAISO) Tariff requirements and procedures related to the Operating Reserve are
consistent with the Western
Electricity Coordinating Council (WECC) Minimum Operating Reliability Criteria (MORC). They require that a Generating Unit that is awarded Spinning Reserve
Capacity must be synchronized to the Grid and must have its governor in service
for the duration of time the bid has been accepted. These requirements ensure that adequate generating capacity is available at
all times to maintain scheduled frequency and avoid loss of firm load as a
result of
contingencies.
Over the past year, the CAISO
identified instances where aggregated Generating Units that sold Spinning
Reserve capacity to the CAISO were not able to perform fully to the dispatch
instructions. In the instances
identified, either a portion of the awarded spin capacity was not synchronized
to the Grid or the aggregated Generating Units were not able to dispatch all of
the awarded spin capacity to energy within the required 10-minute period.
Following CAISO review of the matter
and issuance of two Market Notices, certain aggregated Generating Units continue
to submit bids for Spinning Reserve that include capacity that is not
synchronized to the Grid. Thus the
CAISO has posted its proposed changes
to the Spinning Reserve Certification
process in a white paper entitled, Proposal for Spinning Reserve Certification,
dated June 4, 2007, on its website at http://www.caiso.com/1bfc/1bfc7e7752120.pdf.
The CAISO seeks stakeholder input on
the proposal and requests written comments be sent by close of business June 20, 2007 to
Clyde Loutan at cloutan@caiso.com.
The CAISO will hold a conference
call to discuss the white paper and
comments on June 26.
