Summary: The CAISO is continuing its analysis of
Must Offer Waiver Denials during the period June 2006 through February 28, 2007
in accordance with the RCST Settlement.
Given the scope of this evaluation process, the CAISO cannot commit to a
specific date for the release of the Significant Event / Repeat Waiver Denial
Reports contemplated in the Settlement.
The CAISO will provide another update on this process on June 15,
2007.

Main
Text: As the California ISO (CAISO) indicated
in a market notice issued on March 26, 2007, the CAISO is analyzing Generator
Must Offer Waiver Denials (MOWD) that occurred during the period June 1, 2006
through February 28, 2007 for purposes of preparing weekly Significant
Event/Repeat Waiver Denial Reports as contemplated in the Reliability
Capacity Services Tariff (RCST) Settlement. The CAISO is conducting a MOWD evaluation
for every fourth
calendar day in
which the CAISO issued a MOWD to a Must Offer Generator. As part of its analysis, the CAISO will
determine whether or not any Significant Events occurred during this period that
might warrant RCST designations under the RCST Settlement.
The
CAISO is working to complete the MOWD evaluation process and prepare the
Significant Event/Repeat Waiver Denial Reports as soon as possible but, given
the scope of the project, the CAISO is unable to specify a date by which this
process will be completed. The
CAISO will issue a Market Notice on June 15, 2007 updating the market on the
status of its MOWD evaluations.
The CAISO notes that the Significant
Event/Repeat Waiver Denial report process
does not affect the timeline for compensating units that were committed
under MOWD retroactively to June 1, 2006. The current timeline for
Settlements’ completion of this process will be provided in a separate Market
Notice.
