Main Text:  On October 25, 2006, the Federal Energy Regulatory Commission (FERC) issued an Order in Docket Nos. EL07-1-000, et al., to consider whether the scheduling practices of independent system operators and regional transmission organizations are effectively coordinated with the scheduling of natural gas purchase and transportation transactions, so that gas-fired must-run generators are able to obtain gas during periods when gas transportation is constrained or gas prices are volatile.  The CAISO has received an extension of time until April 13, 2007 to file its response to FERC’s order.

To address the issues raised by FERC, the CAISO held a Stakeholder meeting on January 31, 2007.  The CAISO described the issues and current coordination efforts and invited stakeholders to provide their opinions and suggestions.  During the meeting, the CAISO also asked for written comments regarding the following:

  • Do the concerns raised in the FERC Order exist in the West?
  • What actions should the CAISO take to improve gas-electric coordination during a contingency?
  • What current procedures are working well?

As promised in the meeting an e-mailbox has been established to receive comments. The address is GasElectric@caiso.com.

The CAISO has developed the following schedule to meet the compliance filing of April 13, 2007:

February 16 - First round of written comments from stakeholders due by close of business

February 20 - Written comments posted to CAISO website by close of business

March 2 - CAISO Issue paper posted to the website

March 9 - Stakeholder conference call

March 13 - Stakeholders written comments due by close of business

March 23 - CAISO Final White Paper posted to the CAISO website

April 13 - CAISO FERC Compliance Filing
