Summary:  The California ISO (CAISO) is initiating a stakeholder process to identify and consider potential refinements to Tariff Amendment 72.  The CAISO’s White Paper is posted for review and comment.  Details on the stakeholder conference call and an updated timeline for this stakeholder process are included in this Market Notice.

Main Text:  As noted in the previous Amendment 72 Market Notice posted on November 30, 2006, the CAISO has initiated a stakeholder process to identify and consider potential refinements to Amendment 72.  The process for developing any changes to Amendment 72, which requires day-ahead scheduling of 95% of forecast load, will need to be conducted on a relatively accelerated timeframe so that any changes may be effective prior to the spring months, when problems related to over generation tend to be highest.  The CAISO will follow the timeline provided below for this stakeholder process:

·       December 11, 2006:  Development and distribution of whitepaper outlining issues with Amendment 72 and a draft straw proposal for changes to Amendment 72.  The whitepaper is posted to the CAISO website at: <http://www.caiso.com/18c9/18c9b9aa27f70.pdf>.

·      December 18, 2006, by close of business:  Submission of initial stakeholder comments on straw proposal to Gillian Biedler in the Department of Market Monitoring (gbiedler@caiso.com <mailto:gbiedler@caiso.com>).

·      December 20, 2006:  Conference call with stakeholders to discuss straw proposal and stakeholder comments.
