Subject:  Generating Unit Availability Reporting Requirements

Summary:  This notice reminds Market Participants of the requirements to report Generating Unit availability.  Beginning with Trading Day May 15, 2006, failure to comply with Tariff requirements may be financially sanctioned.

Main Text:  The California ISO (ISO) Enforcement Protocol requires Market Participants to comply with the Tariff requirements to report Generating Unit availability, including:

 

·         Report “any Outage of a Generating Unit subject to Section 4.6 of the ISO Tariff within thirty (30) minutes after the Outage occurs.”  See ISO Tariff 37.4.1.

·         Schedule and obtain ISO approval of all outages in accordance with the Tariff, except for Forced Outages.  This includes obtaining final approval from the ISO Control Center on the day a Planned Outage commences.  See ISO Tariff 37.4.2. 

·         Provide explanations of Forced Outages, including a description of the equipment failure or other cause and the remedial actions taken, within two working days of the commencement of a Forced Outage.  Market Participants are also to provide additional information that may be requested by the ISO to review the explanation in the timeframe specified in the ISO’s request.  See ISO Tariff 37.4.3.

 

The ISO’s operating procedure that addresses scheduling and notification of Outages, “T-113 Scheduled and Forced Outages,” is posted at http://www1.caiso.com/thegrid/operations/opsdoc/transmon/index.html.  Market Participants are to use the SLIC Web Client to schedule and obtain approval of planned Outages, report Forced Outages, and provide explanations of Forced Outages.  SLIC Web Client instructions and the Forced Outage reporting requirements are posted at http://www1.caiso.com/docs/2001/02/01/2001020108211325518.html.  This material includes guidelines regarding the information required as part of an explanation of a Forced Outage.

 

The ISO Department of Market Monitoring will issue sanctions pursuant to the ISO Tariff Enforcement Protocol beginning with the May 15, 2006 Trading Day for failure to comply with these requirements.
