2006 Local Area Reliability Needs (LARN) Report

This write-up represents an updated version of the 2006 Local Capacity Requirement (LCR) report and was requested as part of the RCST settlement.

The parameters of this study were initially presented and discussed with stakeholders at a CPUC workshop conducted in Folsom on January 25, 2005. The proposed methodology and criteria for this Local Capacity Area technical study were published as part of a “Straw Proposal” document that was distributed to the CPUC R.04-04-003 service list of workshop participants. This document has since been posted on the CAISO website.
