In 2001 The Federal Energy Regulatory Commission (FERC) imposed a "must offer" obligation to generators with a Participating Generator Agreement (with limited exceptions) requiring that they offer all of their available generation to the ISO. This obligation applies to: All Generators that have Participating Generator Agreements (PGAs) and Non-Public Generators in California which use the interstate transmission grid. The Minimum Load Cost Compensation charge types are the vehicles for recovering these costs and allocating them to the market.
